“Parking City Service” CJSC Terms and Conditions of Service Provision

1. General Provisions

1.1. These Terms and Conditions (hereinafter referred to as the “Terms”) regulate the organization of paid parking spaces within the administrative territory of the Yerevan community by “Parking City Service” CJSC (hereinafter referred to as the “Company”), as well as the procedure for providing related digital and auxiliary services.

1.2. The Company operates on the basis of an agreement concluded with the Yerevan Municipality, in accordance with the RA Government Decisions No. 1293-N and No. 1281-N dated 10.10.2012, the Yerevan Council Decision No. 561-N dated 25.12.2012 (as amended by Decision No. 459-N dated 23.12.2025), as well as the applicable legislation of the Republic of Armenia.

1.3. These Terms are mandatory for all users of the Company’s application and other platforms (hereinafter referred to as the “Citizen” or the “User”), regardless of the method of payment or the platform used.

By using the services, the User is deemed to have fully read and unconditionally accepted these Terms.

2. Paid Parking Zones

2.1. Paid parking spaces in the city of Yerevan are divided into zones in accordance with the procedure established by the Yerevan Council.

2.1.1. “Zone A”

“Zone A” includes the central administrative areas of Yerevan as defined by the Council’s decision.

Parking fees:

  • 1 hour – 300 AMD

  • 1 day – 2,000 AMD

  • 1 week – 5,000 AMD

  • 1 month – 18,000 AMD

  • Current year – 160,000 AMD

2.1.2. “Zone B”

“Zone B” includes other streets, avenues, and squares that are community property and located outside “Zone A”.

Parking fees:

  • 1 hour – 200 AMD

  • 1 day – 1,000 AMD

  • 1 week – 2,000 AMD

  • 1 month – 4,000 AMD

  • Current year – 24,000 AMD

3. Payment Accounts

3.1. Treasury Accounts:

  • “Zone A” – Treasury account: 900015002430

  • “Zone B” – Treasury account: 900015211593

  • Treasury account for administrative violations: 900015211619

3.2. Electronic Payments and Terminals:

  • ArCa, VISA, MasterCard

  • Payment terminals

  • e-payments.am and other equivalent platforms

 

 

4. Time Limits and Operating Hours

4.1. As a general rule, payment for the maximum intended parking period must be made in advance, within the first 15 minutes after parking.

4.2. Paid parking operating hours are from 09:00 to 22:00.

4.3. By decision of the Council, no local fee is charged on Sundays.

 

 

5. Mobile Application and Digital Services

5.1. The Company provides a mobile application that ensures:

  • Fast and convenient payments

  • Monitoring of completed transactions

  • Extension of paid parking time or checking the expiration time

  • Access to information regarding administrative violations and fines

  • The possibility to apply benefits and preferential systems

5.2. The application allows users to find nearby parking spaces and available parking zones via a map, using the phone’s location services.

5.3. The User may link their payment card and vehicle license plate number to make payments with one click.

 

 

6. Payment Processing and Commission Terms

6.1. “Parking City Service” CJSC is not a payment settlement organization.

6.2. Payment transactions are carried out by a bank.

6.3. The amount of the service commission is determined by the bank.

6.4. The commission established by the bank is added to the final payment amount.

6.5. Payments made are transferred to the relevant treasury accounts in accordance with the procedure established by law.

 

 

7. Security and User Obligations

7.1. The Company makes its best efforts to ensure the security of its systems and data.

7.2. The User is obliged to:

  • Keep their username, password, PIN code, and one-time verification codes confidential

  • Not grant third parties access to the system

  • Ensure the physical and software security of the devices used

7.3. In case of suspicious or risky incidents, loss of a device, or unauthorized access, the User must immediately notify the Company by calling 060 606 606.

7.4. The Company may block system access immediately upon receiving the citizen’s request.

8. Data Collection and Use

8.1. The Company may collect the following data:

  • Personal data (first name, last name)

  • Contact details (phone number, email address)

  • Vehicle data (license plate number)

  • Payment transaction data

  • Technical data (IP address, device type)

8.2. The data are collected and processed exclusively for the following purposes:

  • Provision of services

  • Processing of payments

  • User identification

  • Compliance with legal requirements

  • Improvement of service quality

8.3. The confidentiality of data is ensured in accordance with the procedure and scope established by the legislation of the Republic of Armenia.

 

 

9. Limitation of Liability

9.1. The Company shall not be liable for damages arising from technical malfunctions, communication interruptions, or actions of third parties, provided that such damages are not caused by the fault of the Company.

 

 

10. Amendments to the Terms

10.1. The Company has the right to amend these Terms at any time by publishing them in advance on its official platforms.

10.2. The amended Terms shall enter into force from the moment of publication, unless another effective date is specified.

 

 

11. Final Provisions

11.1. These Terms shall be governed by the legislation of the Republic of Armenia.

11.2. All disputes related to these Terms shall be resolved in accordance with the procedure established by the legislation of the Republic of Armenia.
